I think I understand your objective fully. That's the good news.

The bad news is that a twin cylinder engine can spin faster than a single cylinder engine, all things being equal. Therefore the twin will move more air through the engine, and hence at the same Air/Fuel ratio burn more fuel, releasing more energy, which becomes power, than the single cylinder can.

So what can an individual reasonable expect to get from the CBR250R. The Ninja in US trim, generates 32.4 Shaft Horsepower (Per Kawasaki Manufactures Statement of Origin). The value that I hear for the CBR is in the 27 SHP area, or about 5 less SHP.

Exhaust systems seem to add about 1.5 to 1.75 RWH. Fuel management might get 1 more, so your looking at 2.5 to 2.7 RWH. Still shy of the 3.6 you mentioned. (Really don't think the K&N filter will do much of anything except provide re-useability). To get more HP, I would think the area to look at is improving air flow into the engine. The "air box" is most likely the restriction factor that has the greatest potential (at low cost) to provide an increase in power. [On the Ninja, removing the air box and going to pod air filters is good for about 1 to 2.0 additional RHP, if you do the mandatory re-jetting. Main jets go up by 1 to 2 sizes due to increased air flow, pilot jets up 1 size. With exhaust, re-jetting, and pods, the Ninja will be at about 31 or so RWH]

But all is not bad, as these two modifications add up to about 30 SHP vs a stock (USA) Ninjas 32.4 SHP. And the CBR is lighter, with better fuel delivery and throttle response, due to injection over the stock Ninjas carbs (USA model).

The Ninja has 27 rwh, weights 375, and with 150 lb rider you get
525 lbs divided by 27 give 19.44 lbs/hp, and the Honda at 357 less 7 lbs for an exhaust system gives 350 + 150 = 500 divided by 25 yields 20.0 lbs/hp.

Very close performance on the street, and the Honda, with better torque, should be competitive with the Ninja, despite the small power advantage the stock Ninja has over the modified Honda.

But again, this is just my analysis and others may well diverge.
